An Overview of Chesterfield County’s Utilities Department for the Brandermill Regional Men’s Group.

George HayesGeorge Hayes, P.E. serves as the Director of Chesterfield County Department of Utilities, a public water and wastewater utility that uses state-of-the-art technology to deliver the highest quality products and serves a population of over 320,000. Mr. Hayes served as the Assistant Director of Chesterfield Utilities for approximately nine years before his promotion to Director in January 2015. Prior to Chesterfield County, Mr. Hayes worked for Henrico County as the Engineer-in-Charge of Henrico’s water distribution system and then served as the Division Director for the Department of Public Utilities’ Construction Division. Previously he worked for New York City’s Department of Environmental Protection, where he directed the construction of 20-inch to 96-inch diameter water trunk mains throughout New York City. Mr. Hayes graduated from Manhattan College with a Bachelor of Science Degree in Civil Engineering and is a registered Professional Engineer in the Commonwealth of Virginia. He currently serves on the Board of Directors for the Virginia Association of Municipal Wastewater Agencies, the Treasurer and alternate Board Member for both the South Central Wastewater Authority and the Appomattox River Water Authority, a Board Member of the Reservoir Hydrilla Management Group, member of the County Administrator’s Performance Council, and is active in numerous water and wastewater professional organizations.

Scott MorrisScott Morris, a registered Professional Engineer, has served as Chesterfield County’s Assistant Director of Operations and Maintenance for Utilities since 2015 and was Plant Manager and Assistant Plant Manager of Chesterfield County’s wastewater treatment plants from 2012 until 2015. Mr. Morris is a recipient of a Bachelor of Science and Technology in Nuclear Engineering, a Master’s in Business Administration, a Master’s in Information Systems, and is currently a doctoral candidate in Business Administration with a cognate in leadership. Mr. Morris also holds the highest classification for a wastewater operator license. Prior to working for Chesterfield County, Mr. Morris worked for the City of Richmond for four years at their wastewater treatment plant and served six years in the United States Navy. He currently serves on the Virginia Biosolids Council, as an alternate Board Member for both the South Central Wastewater Authority and the Appomattox River Water Authority, and is active in numerous water and wastewater professional organizations.
